As of October 2015, the number of refugees is 105,286, down from its peak of 164,865 in May 2012. Yet, many citizens still remain evacuated from their hometowns. According to the government in June of 2015, the evacuation orders for all areas except those marked "difficult to return to" will be lifted by March of2017. In order to enable their return, guidelines concerning efforts towards faster restoration have been created. A gradual increase in returning evacuees has begun.

In order to stabilize the residences of evacuees and victims affected by the disaster, there are plans to build "Revitalization Public Housing". There are plans to develop a total of 4,890 public housing units within the prefecture for evacuees of the nuclear disaster.
